Provision of Officers’ Basic Military Education Direction

 

Article 1. General Provisions

  1. This provision defines legal status, structure, authority and accountability of the Officer’s Basic Military Education Direction (hereafter Direction) of LEPL David Aghmashenebeli National Defense Academy of Georgia (hereinafter Academy) and regulates other issues related to the Direction activities.
  2. The Direction is an educational (structural) unit of the Academy.
  3. The Direction conducts its activities in accordance with the Constitution of Georgia, legislative acts, subordinate normative acts, Academy Statute, individual administrative legal acts of the Academy Rector and this provision.

 

Article 2. The Mission of the Direction 

The mission of the Direction is to plan, organize and control the training process in accordance with the current Military Occupational Specialties.  

 

Article 3. Basic Functions of the Direction

  1. The basic functions of the Direction are:
  2. a) Increasing the teaching / training quality and compliance with the requirements of the Ministry of Defense of Georgia.
  3. b) Promoting the development of the training and scientific process of the Academy.
  4. c) Planning and organizing training-material base and coordinating with the relevant structural units of the Academy.
  5. d) Preparing and submitting the training programs and training plans to the Academic Board for approval within the scope of competence.
  6. e) Ensuring the high-level military education.
  7. To fulfill its functions, the Direction:
  8. a) Participates in the working process of the Academic Board through its own representative.
  9. b) Develops the training programs and submits them to the Academic Board for approval within the scope of competence.
  10. c) Takes appropriate measures to enhance and maintain the combat training level of the Direction personnel.
  11. d) Registers the weaponry, training equipment and other property of the Direction.
  12. e) Organizes the physical training of the Junkers / cadets within the scope of competence.
  13. f) Ensures the implementation of the relevant measures to improve the high academic performance and disciplinary conditions of the Junkers / cadets within the scope of competence.
  14. g) Plans / develops and prepares the training programs for the servicemen of the Defense Forces, other agencies and international partners of the Ministry of Defense of Georgia if necessary.
  15. h) Fulfills other functions defined by the legislation, this provision and the individual administrative legal acts of the Rector within the scope of competence.

 

 

Article 4. Leadership of the Direction

  1. The Direction is headed by the head of the Direction who, on the suggestion of the Academy Rector, is appointed and dismissed by the Minister of Defense of Georgia.
  2. The head of the Direction:
  3. a) Ensures the development of the training plan and program in accordance with the concept of military education.
  4. b) Participates in the development of the academic calendar of the basic events and graph project.
  5. c) Submits the annual report of the Direction activity to the Rector.
  6. d) On the basis of the study / observation of personal and professional qualities of the Junkers / cadets, ensures the preparation / submission of  the relevant recommendations / letter certificatory and evaluation forms for their positioning, promotion, qualification enhancement and implementation of appropriate military education process;
  7. e) Supervises the planning, organization and control of the training process of the D
  8. f) Presents a representative of the Direction to the Academic Board.
  9. g) Organizes and supervises instructors’ training and controls the trainings conducted by the instructors and quality of them.
  10. h) Reviews the results of examinations and assessments and takes the necessary measures to eliminate the identified shortcomings.
  11. i) Develops and submits the budget of the Direction to the Head of the Academy Administration within the scope of competence.
  12. j) Submits suggestions on changes in the staff list for the optimization of the Direction.
  13. k) Defines and distributes the functions among the subordinate personnel and gives them instructions.
  14. l) Controls the functioning of the structural units of the Direction, fulfilling the duties, functions and discipline by the personnel.
  15. m) Takes appropriate measures to raise and maintain the level of combat training of the personnel of the
  16. n) Submits proposals for discussion to the Rector of the Academy and the military Vice Rector on the organization of the Direction activity, appointment and dismiss, disposition, maintain, encouragement and / or disciplinary liability of the subordinate personnel.
  17. o) Performs other duties defined by the Statute of the Academy, this provision and individual administrative legal acts of the Academy Rector.

Article 5. Structural subordinate units of the Direction and their functions:

  2. a) Instructors’
  3. b) Sport and Physical Training Department.
  4. c) Simulation Training Group.
  5. The functions of the structural subordinate units of the Direction are:
  6. a) Instructors’ Department

a.a) Ensures that the training plans are developed, training process is observed, organized and evaluated and coordinates the development of the training programs.

a.b) Implements methodical teachings for the Direction instructors.

a.c) Provides the assessment and analysis of the shortcomings identified in the training process by means of subordinated instructors, and ensures the optimization of the training process based on the conclusions obtained from the analysis.

a.d) Ensures the organizational functioning of the training methodical work.

a.e) Processes the learning references and prepares the training materials within the scope of competence.  

a.f) Ensures the review and submission of the examination documents and test versions for approval to the appropriate services of the Academy.  

a.g) Ensures the implementation of the safety measures during the training process.

a.h) Participates in the events planned by the Academy and the Direction.

  1. b) Sport and Physical Training Department

b.a) Ensures that the physical training plans are developed, training process is observed, organized and evaluated and coordinates the development of the physical training programs.

b.b) Implements methodical teachings for the Direction instructors.

b.c) Provides the assessment and analysis of the shortcomings identified in the physical training process by means of subordinated instructors, and ensures the optimization of the physical training process based on the conclusions obtained from the analysis.

b.d) Ensures the organizational functioning of the sport sections.

b.e) Processes the references of physical training methodology and prepares the training materials within the scope of competence.

b.f) Ensures the preparation and submission of the documents of physical training test to the appropriate services of the Academy.

b.g) Ensures the implementation of the safety measures during the training process.

b.h) Participates in the planned events of the Academy and the Direction.

  1. c) Simulation Training Group

c.a) Plans and conducts training in the firing proficiency, tactics and special tactical training using the computer simulation systems.  

c.b) Does a detailed analysis of the computer classes and trainings.  

c.c) Ensures the implementation of the safety measures during the training process.

c.d) Participates in the planned events of the Academy and the Direction.

  1. The structural subordinate unit of the Direction is headed by the head who is responsible for the performance of the functions of the relevant structural unit and is accountable to the head of the Direction.
  2. The functional responsibilities of the Direction personnel are defined by their job descriptions and approved by the Rector of the Academy.

 

Article 6. The Rule for Making Changes and Amendments to the Provision

Changes and amendments to this provision shall be implemented in accordance with the rule established for the adoption of the document.
