Main functions

The functions of the Department include:

a) Conducting state procurement procedures at the Academy;

b) Developing annual state procurement plans based on funding sources, taking into account the following factors: estimating the cost of procurement items according to domestic prices and, if necessary, international market prices; grouping similar procurement items as established by regulatory acts, in collaboration with other departments of the Academy; and selecting procurement methods while adhering to monetary limits defined by state procurement legislation and other relevant circumstances;

c) Preparing and submitting state procurement reports to the appropriate state organization based on funding sources, in accordance with deadlines established by procurement legislation;

d) If necessary, preparing a draft of amendments to the annual plan in consultation with the Finance Management Department;

e) Selecting suppliers during simplified procurement processes and ensuring the preparation of draft contracts for state procurement;

f) Providing feedback to improve and enhance state procurement procedures;

g) Implementing the process of obtaining written permits for multi-year and urgent procurements;

h) Performing other functions as specified by legislation, these Regulations, and individual administrative-legal acts of the Rector within the Department's scope of competence.
