Provision of the Command and Staff College

 

Article 1. General Provisions

  1. This provision defines legal status, structure, authority, accountability of the Command and Staff College (hereafter College) of LEPL David Aghmashenebeli National Defense Academy of Georgia (hereinafter - Academy) and regulates other issues related to the College activities.
  2. The College is a main educational unit of the Academy.
  3. The College conducts its activities in accordance with the Constitution of Georgia, legislative acts, subordinate normative acts, the statute of the Academy, the individual administrative and legal acts of the Rector of the Academy and the present provision.
  4. The College is accountable to the Rector and military deputy rector.

 

Article 2. The Mission and the Objective of the College

The mission and the objective of the College is to elaborate and implement the second level academic higher education programme (master’s degree), intermediate military education (operational-tactical) and higher military (strategic) educational programmes;

 

Article 3. Basic Functions of the College

  1. The basic functions of the College:
  2. a) Preparation of the the Junkers and granting them an appropriate academic degree and ensuring high quality of military professional education;
  3. b) Planning, organizing and controlling the learning process according to the branches of the armed forces;
  4. c) Improving of the teaching / learning quality and bring it into line with the requirements of the armed forces;
  5. d) Promotion of the educational and scientific process development of the Academy;
  6. e) Upgrading the professional level of instructors and support staff;
  7. f) Upgrading personal, moral, professional and intellectual level of the Junkers / students;
  8. In order to perform its functions, the College:
  9. a) Participates in the academic council working process, through the elected representative from the College.
  10. b) Participates in the planning and organizing of the training-material infrastructure;
  11. c) Provides appropriate measures for improving the higher academic performance and disciplinary conditions of the Junkers / students;
  12. d) On the basis of study / observation of personal and professional qualities of the Junkers / students, provides preparation of the relevant recommendations / letter certificatory and evaluation forms for their positioning, promotion, qualification enhancement and implementation of appropriate military education process;
  13. e) Within the scope of its competence participates in the planning of the budget of the Academy;
  14. f) Provides organization and control for combat training of the College personnel;
  15. g) Ensures proper operation/employment and protection of the area, the College, equipment, armament, ammunition and similar property;
  16. h) Accounts the College equipment, combat equipment and other assets;
  17. i) Plans material-technical support within the scope of competence;
  18. j) Organizes physical training of the Junkers /students within the scope of competence;
  19. k) Within the scope of competence performs other functions defined by the legislation, this provision and the Rector's individual administrative-legal acts.

 

Article 4. College management bodies and their authority

  1. The representative body of the College is the board, which comprises all faculty members of the College, heads of the courses and instructors;
  2. The College Board is authorized if at least half of the members of the College Board attend the session.
  3. The decision of the College Board is made by a majority of the attendees.
  4. Decisions made by the College Board are confirmed by the protocol and decision of the College Board.
  5. The functions of the College Board:
  6. a) Development of the college budget project and submitting it to the head of the administration of the Academy;
  7. b) Elaboration of the College development strategic plan, educational and scientific-research programs on suggestion of the head of the College and submition to the academic council for approval;
  8. c) Development of the structure of the College and presentation to the Rector by the Head of the College;
  9. d) Elaboration of the College provisions on suggestion of the head of the College and submitting them to the Academic Council for approval;
  10. e) Fulfillment of other powers granted to it by the Statute of the Academy, the present provision and the Georgian legislation.
  11. 6. The College is headed by the head of the College, which is appointed and dismissed by the Minister of Defense of Georgia on suggestion of the Rector.
  12. The head of the College is a military serviceman and is subject to the rights and responsibilities defined for the military servicemen by the Georgian legislation.
  13. The head of the College is subordinated to the Rector of the Academy and the military deputy rector and is accountable to them.
  14. The head of the College:
  15. a) Leads and directs activities of the College;
  16. b) Controls and organizes the educational process of the College;
  17. c) Within the scope of competence participates in the process of drawing up the staff list.
  18. d) Defines and distributes functions between subordinate personnel and gives them directives;
  19. e) Controls the work of the college structural units, proper performance of the duties and responsibalities by the staff members;
  20. f) Submits suggestions for disscussion to the Rector of the Academy and the military deputy rector on the organization of the College, appointment, dismissal, movement, maintenance, encouragement and / or imposing disciplinary liability for the subordinate personnel of the College.
  21. g) Ensures combat readiness of the subordinate personnel;
  22. h) Carries out other duties defined by the Statute of the Academy, this provision and the individual administrative-legal acts of the Rector.

 

Article 5. The College Structure and Functions of the Structural Units

  1. The structural units of the College are:
  2. a) European security studies;
  3. b) Defense resource management;
  4. c) Defense analysis;
  5. d) Principles of military operations;
  6. e) Leadership and management;
  7. f) Theory of war and military art;
  8. g) Defense and national security;

 

  1. Functions of the structural units of the College:
  2. a) Field of European Security Studies:

a.a) Implementation of the educational programs and research projects in the field of European security studies;

a.b) Monitoring and improvement of the training program;

a.c) Ensuring the creation of curricula and syllabus;

a.d) Providing training-methodical literature for educational programs;

a.e) Supervising the master’s thesis, as well as the conference themes of the Students / Junkers;

a.f) Active participation in research and publication of research results;

a.g) After action reviews in order to share experience and improvement.

 

  1. b) Defense Resource Management:

b.a) Implementation of the educational programs and research projects in the field of Defense Resource Management;

b.b) Monitoring and improvement of the training program;

b.c) Ensuring the creation of curricula and syllabus;

b.d) Within the scope of competence providing training-methodical literature for educational programs;

b.e) Supervising the master’s thesis of the Junkers, as well as the conference themes of the Students;

b.f) Active participation in research and publication of research results;

b.g) Ensuring preparation of the necessary materials for exams and tests;

b.h) After action reviews in order to share experience and improvement.

 

  1. c) Field of the Defense Analysis:

c.a) Implementation of the educational programs and research projects in the field of Defense Analysis;

c.b) Monitoring and improvement of the training program;

c.c) Ensuring the creation of curricula and syllabus;

c.d) In the scope of competence roviding training-methodical literature for educational programs;

c.e) Supervising the master’s thesis of the Junkers, as well as the conference themes of the Students;

c.f) Active participation in research and publication of research results;

c.g) Ensuring preparation of the necessary materials for exams and tests;

c.h) After action reviews in order to share experience and improvement.

  1. d) Principles of Military Operations Course:

 

d.a) Provides systematic knowledge of planning, preparation, execution and evaluation of tactical and operational combat operations;

d.b) Ensuring the creation, updating and refinement of curricula and syllabus;

d.c) In the scope of competence roviding training-methodical literature for educational programs;

d.d) Preparation of the necessary materials for exams and tests;

d.e) After action reviews in order to share experience and improvement.

 

  1. e) Leadership and Management Course:

e.a) Provides systematic knowledge related to modern theories of leadership and management and ensures the development of the practical application skills;

e.b) Creationt of the curricula and syllabus;

e.c) In the scope of competence roviding training-methodical literature for educational programs;

e.d) Preparation of the necessary materials for exams and tests;

e.e) After action reviews in order to share experience and improvement.

 

  1. f) Theory of War and Military Art Course:

f.a) Teaching of the historical regularity importance of theories of war and military art development, as well as the creation of the module for teaching the impact of hybrid and asymmetric wars on formation of the military force and revolutionary changes, international security;

f.b) Creationt of the curricula and syllabus;

f.c) In the scope of competence providing training-methodical literature for educational programs;

f.d) Preparation of the necessary materials for exams and tests;

f.e) After action reviews in order to share experience and improvement.

 

  1. g) Defense and National Security:

g.a) Providing deep systemic knowledge of issues related to internal and international security;

g.b) Creationt of the curricula and syllabus;

g.c) In the scope of competence roviding training-methodical literature for educational programs;

g.d) Preparation of the necessary materials for exams and tests;

g.e) After action reviews in order to share experience and improvement.

  1. The structural unit of the College is headed by the head / supervisor that is responsible for the performance of the functions of the relevant structural unit and is accountable to the head of the College;
  2. The head / supervisor of the structural unit of the College:
  3. a) Supervises the activities of the structural unit;
  4. b) Distributes correspondence and the tasks received from the leadership amoung the subordinates;
  5. c) Controls the performance of duties performed by the subordinate personnel, gives them tasks and instructions;
  6. d) Submits the report to the head of the College about the performed and ongoing works;
  7. e) Carries out other duties defined by the legislation.
  8. Functions and responsibilities of the College personnel are determined by the job descriptions approved by the Rector of the Academy

Article6. The Rule for Making Changes and Amendments to the Provision
Changes and amendments to this provision shall be implemented in accordance with the rule established for the adoption of the document.
